Liveconnect call for Applet ID * is not allowed in this JVM instance

I am attempting to generate an applet with netbeans and execute from a test html but so far ran into an error: Liveconnect call for Applet ID * is not allowed in this JVM instance. I am scanning an image and encoding it as a string. I currently downgraded from java 1.7 (removed everything) to 1.6.22. Applet works good When I execute from netbeans.
